The
Mayor, Cllr Doyle, notified those present of the emergency evacuation procedure
from the Town Council offices and welcomed members to the Full Council
continuation meeting from the 15th September 2009.

Apologies
had been received from Cllr Blyth (illness), Cllr Collins (work commitment),
Cllr Cross (previous engagement) and Cllr Sampson (previous engagement).
Cllr
Pyatt did not attend.
The
apologies were accepted.

To receive Members’ Declarations
of Interest
There
were no declarations of interest.

Report on the Howdale
Community Centre – Review of current situation
Cllr Starling informed members at a recent Development Committee
meeting, Ben Hyde (Youth Worker Leader) and Jessica Pyle (Youth Council
Chairman) had noted to members their interest in the ATC hut at the Howdale
Community Centre. The following proposition had been made at the Development
meeting:
‘That
the Development Committee recommends to Full Council that every possible step is
taken to explore the viability of the use of the former ATC Hut as a youth
base’.
Q:
There is a lot of updating to be done in the building, who would be responsible
for this?
A:
The Youth Workers would like the youth to become involved and do the majority of
the work.
After
a brief discussion, members agreed that a Working Party should be formed to
carry out investigations on the ATC Hut.
Proposed
– Cllr Teverson Seconded
– Cllr Mrs Nunn
‘That
a Working Party be formed to deal with investigations on the ATC Hut. This
Working Party would be Cllrs Starling, Sharman and Mrs Nunn; it would also
include Mr B Hyde and a representative from the Youth Council’.

Downham Market Twinning Club
– Report by Cllr J Groom
Cllr
Groom advised members that there had been a Twinning reception held in the Town
Hall in August and there were no Town Councillors present.
Cllr
Groom went on give members a brief history on the Twinning Club and asked that
the Town Council should be supporting them more in the twinning of Civray.
The
Mayor, Cllr Doyle suggested maybe next year the Town Council could do something
special.

Mayor’s Announcements
The Mayor, Cllr
Doyle reported the following events:
Friday 30th
October 2009 – Halloween Fun Day (including ‘Ugly Bugs Ball’ and Molly
Dancers etc). Cllr Leach also invited members to have a go in the stocks on the
Halloween Fun Day.
A Tea Dance was
held in the Town Hall on Wednesday 23rd September 2009. Around 70
people attended the event which was a great success. A special thanks to Nick
Robinson who provided music at short notice. The total amount raised for the
Mayor’s Charity (Rebecca’s Wishes) was £223.00.
